The subject of the study in this article is education as a dynamic system, an institution for promoting socialization, functioning in a specific sociocultural context. The purpose of the study is to determine the key elements of an educational system adequate to the needs of the contemporary society. The authors employ a trans-disciplinary methodology based on the principles of consistency, evolutionism, historicism, dialectics and general scientific methodology. The study is based on the idea of education as a technology of public consciousness programming, a process of cultural production according to the demands of a specific society.
The educational system creates and appraises various techniques for shaping a certain image of the world and a person within it, a person within society, elaborates the principles of individual identity. Educational reforms are driven by historic challenges, political and economic transformations impossible without a shift in public consciousness. School becomes a sort of laboratory for social experimentation, testing the importance of innovations for society, the possibility of answering the new challenges and the potential risks. Based on the analysis of education in the Enlightenment project of industrial society the authors identify the foundations for a modern education model and the factors that determine the necessity of a transformation in higher and secondary school systems and in pedagogical practices.

The publication provides an overview of the section “Theories and Practices of Public Administration” of the annual scientific conference “Lomonosov Readings” held at the Lomonosov Moscow State University School of Public Administration. There is a list of the main reports with short theses and the main results of the work of subsections organized by the departments of the School of Public Administration. The conference was cross-disciplinary, the questions touched upon many urgent problems in public and municipal administration. An important trend in the development of the economy and other spheres of life is a pandemic, an increase in the cost of resources, restrictions imposed by foreign partners, and acceleration in the pace of digitalization. Trends determine the search for alternative opportunities for the effective development of our country. Within the framework of the section “Theories and practice of public administration” of the conference “Lomonosov Readings”, various points of view on the prospects for the development of public administration in Russia and abroad were presented. In the context of modern internal and external challenges, specific proposals were formed to improve the economic, political and legal aspects of management based on the results of the discussions. Presented recommendations of new opportunities of management relations associated with the rapid development of science and technology.

The publication provides an overview of the XVIII International Scientific Conference "Public Administration: Modern Challenges", annually held at the Lomonosov Moscow State University School of Public Administration. Reports of the conference participants, the results of the plenary session, sections and round tables are presented. The purpose of the conference was to discuss the most important and urgent problems of management from the point of view of the main trends in the development of the economy, law, public policy, ideology, civil society, the social sphere, international relations and human interaction with the environment; exchange of scientific and practical experience; development of recommendations for improving the theoretical foundations of the phenomena under consideration. The conference was held in a mixed format in Russian and English. The publication provides an overview of the XIХ International Scientific Conference “Public administration in new geopolitical and geoeconomic conditions”, annually held at the Lomonosov Moscow State University School of Public Administration. A summary of the main reports of the conference participants, results of the plenary session, sections and round tables organized by the departments and other structural subdivisions of the Faculty are presented. The aim of the conference was to discuss the most important and actual problems of management in modern conditions; to exchange scientif c and practical experience; to work out recommendations on improvement of theoretical bases of the considered phenomena. The conference was held in a mixed format in Russian and English. During the conference the following issues were discussed: economic modernization, problems of digital transformation of public administration, modern opportunities of social systems management and human resource management in the challenges of modern times, prospects for strategic planning and import substitution.
