State support for social entrepreneurship in the reunited regions of Russia: status and ways to improve
Abstract
The purpose of the article is to determine the features of the formation of the institution of social entrepreneurship in the reunited regions (Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions) and to substantiate the ways to improve the instruments of its state support. The article emphasizes the potential of individual regional programs that can become an effective tool for adapting these territories to the social standards of the country. In addition, the role of the Centers for Innovation in the Social Sphere (CISS) as the core of the emerging system for building new mechanisms for social entrepreneurship in regions with deformed methods of state regulation is highlighted. This system includes all three levels of public administration: federal, regional and municipal. The first includes federal programs, grants and preferential lending. The second includes regional programs, infrastructure for supporting entrepreneurship. The third includes property support, primarily lease of premises and land on preferential terms. Moreover, the last level is the most problematic.
