The article is devoted to study of the ethical and religious context of external influence to the Russian Federation aft er the start of a Special military operation in Ukraine. As an introduction showed a retrospective overview of use external infl uence against Russia at various historical stages.
Th e main part of the study includes theoretical developments that are used to create pressure on the Russian Federation ethnic and religious sphere. It shows how these ideas were radicalized aft er the start of a Special military operation in Ukraine, including the discourse of “decolonization of Russia”, which poses as mostly as a process of liberation from the “prison of nations”, and associated
with an orientation to masses, what directly indicates the use of this discourse as a destabilization technology of Russia. The purpose of the study is to analyze the external infl uence on the ethnic
and religious spheres of the Russian Federation, as well as to develop methods of counteraction.
Th e main results of the study are a description and structuring of external influence on the ethnic and religious sphere of the Russian Federation, a link between the theory of destabilization technologies and practice of “Russian Federation decolonization”, also a two main lines of external infl uence to Russia.

The article examines the Ossetian-Ingush confl ict in the context of the geopolitical upheavals of the early 1990s, the collapse of the Soviet Union. The deepest political crisis that engulfed the Russian Federation as the successor to the USSR led to numerous armed clashes between diff erent ethnic groups. In this context, the Caucasus region stands out because, in addition to the political transformations that took place in the country, some peoples of this region were subjected to repression during the Stalinist regime, which largely determines the scale and severity of armed clashes. The Ossetian-Ingush conflict is a vivid example of this, refl ecting the contradictory interethnic situation in the regions of the post-Soviet space. In addition, the geopolitical situation in the Caucasus in the early 1990s. It was formed under the infl uence of large world states, which this region was attracted by its geographical location, the presence of natural resources and large industrial enterprises. Russia considered the existing ethnic contradictions from the point of view of geopolitical risks, given that neighboring states pursuing their own interests could use armed confl icts, mainly on interethnic and religious grounds, as a convenient excuse for external intervention. In the analysis of the escalation of the Ossetian-Ingush confl cts, a signifi cant amount of normative legal acts is used, the results of which led to the conclusion that neither the regional nor the federal authorities took proper measures to prevent interethnic clashes on their territory. Th e article reveals in detail the reasons and motives that played a key role in building Russia’s policy towards the warring parties in the framework of the Ossetian-Ingush conflict.

Evolution of the executive power systems of the Donetsk and Luhansk People’s Republics (from self-declaration to admission to the Russian Federation)

The article presents a comparative analysis of the development of the executive power systems of the DPR and the LPR at the fi rst (from 2014 to 2018-19) and second (from 2018-19 to 2022) stages of statehood formation in the self-proclaimed republics. Th e legal status of the Heads of the Republics of the DPR and LPR, the legal status of the highest executive authorities in the DPR and LPR, their evolution in the process of development of the self-proclaimed republics from 2014 to 2022 is studied in detail. Th e functions of the executive authorities, which formed the basis for the formation of the corresponding systems of the executive authorities of the DPR and LPR, are investigated. The systems included ministries, state committees, which are the leading executive authorities in the self-proclaimed republics. Services, agencies and inspections in the DPR performed a less prominent role and were subordinate to ministries and state committees. In the LPR, services, agencies and inspections performed managerial functions as independent executive authorities. A comparison of the systems of executive authorities and their inherent functions in the DPR and LPR with the Russian model of building executive power allows us to conclude that they are converging at the second stage of the development of the selfproclaimed republics.

The article presents the genesis of the concept of sustainable development, discusses its structure, diff erences and similarities between diff erent approaches to its creation, issues of responsible investment, analysis of reporting and accounting for ESG risks. Th e authors examine the global shift in the ESG agenda from the standpoint of the specifi cs of public administration and the global turn towards the integration of biological, cyclical and green principles into the economy in diff erent countries (BCG). The results of a comparative analysis of the basic principles of various approaches in creating the concept of sustainable development are proposed to be used to develop strategies for sustainable development
in various sectors of the economy, which is an important step towards a more responsible and sustainable development of society.

The article discusses a new form of economic activity, which is defi ned as the gig economy, resulting from the transformation of the employment sector under the infl uence of digital technologies, determines its place and role in stimulating economic growth, shows its opportunities and problems, and identifies ways to overcome them. It is known that the healthcare system is currently under serious strain in all countries of the world. Despite the expansion of the number of services and the improvement of the quality of medical care, the industry cannot cope with the existing burden: due to the increase in the number and life expectancy of the population, the spread of epidemiological morbidity and the growth of public expectations for more personalized and comfortable services the population. A significant number of current problems of the healthcare system can be solved with the help of widespread introduction of digital technologies. The global COVID-19 pandemic has led to accelerated innovation and the transition of processes from informatization to digital transformation. Digital transformation of healthcare is an absolute global trend. The development of digital technologies is aimed both at solving national problems and at implementing the national strategy of the healthcare system. The digital healthcare market is growing due to the development of electronic medical records (EHR), mobile healthcare (mhealth) capabilities, telemedicine and medical analytics. According to the Statista agency, the volume of the global digital medicine market in 2019 amounted to $ 106 billion, analysts predict its growth to $639 billion, that is, more than 6 times. Th e introduction of digital technologies into the healthcare system is a process that concerns all participants: the state, medical professionals, developers of IT solutions and new medical technologies, citizens. The article presents an analysis of foreign and domestic experience of technological transformation of healthcare, depending on the level of development of telemedicine.

The anarchist movement was one of the most influential and active political forces operating in Russia during the revolutionary events of 1917–1922. Despite the interest of researchers in the history of Russian anarchism, even the most famous anarchist organizations at that time, their formation, activities, did not become the object of historians’ research. The document published by the author, the charter of the Union of Anarcho-Syndicalist-Communists of Moscow (SASK), reveals the ideological position and view of the leaders of this organization on the tactics, strategy, structure of the anarchist organization. SASK was a project aimed at consolidating anarchists-communist and anarcho-syndicalists who sought to find the most promising strategies in the conditions of the Bolshevik dictatorship and civil war.

Currently agglomerations are one of the most widespread forms of territorial organization of population, whose formation is determined by many socio-economic reasons: urbanization, pendulum migration, strengthening of inter-municipal and inter-regional relations, formation of new centres of economic activity and points of innovation growth, concentration of production capacities, the influence of transnational corporations, etc. However, uncontrolled intensive sprawl of agglomerations leads to the formation of many risks — economic, environmental, social, legal and managerial. This article deals with the study of agglomeration processes in Russia and a number of foreign countries. It considers the evolution of theoretical approaches of representatives of regional economic science in the context of research into the conceptual framework of agglomerations. The article provides examples of practical mechanisms of agglomeration processes regulation in the world. The author’s assessment of the impact and role of agglomerations on spatial and socio-economic development of the Russian Federation is given. The following research methods are applied: system approach, comparative analysis, content analysis, graphical method, statistical methods, methods of observation and modeling.

Folklore and ethnographic tourism is able to satisfy tourist needs for recreation and help them learn the cultural characteristics of different peoples, while branded tours promote the cultural heritage of an ethnicity, increase attractiveness and popularity of a region. The tourist’s curiosity in relation to distinctive peoples and their culture is one of the strongest motives that induce tourists to choose trips that let people learn different traditions, rituals and try gastronomic dishes. As a result of the scientific research, we have designed a branded route on the territory of the Republic of Bashkortostan, based on the study of folklore and ethnographic resources of the region. As a pilot project, we have proposed a touris route — “North-Western necklace of Bashkiria” that includes learning the culture of peoples from various ethnic groups living on this territory, such as the Finno-Ugric groups (Mari-el, Udmurts), the Turkic group (Tatars, Bashkirs), as well as Slavic ethnic groups of peoples (Russians, Belarussians, Ukrainians).
