In 1990 he received a DSc degree in Economics, in 2000 became a Corresponding Member of Russian Academy of Sciences (RAS), in 2008 – RAS academician.
From 2008 to 2012 was Deputy Secretary-General of Eurasian Economic Community (EAEC).
From 2012 to 2019 was an Advisor of the President of the Russian Federation.
Since 2019 has been Member of the Board - Minister in charge of Integration and Macroeconomics (EEC).
