The combating corruption and improving the reputation of the civil (municipal) service are important areas of national policy. The article reveals legal and ethical problems associated with the application of such grounds for dismissal as a loss of trust. Analysis of legislation, professional and official ethics codes and practice of application of “loss of trust” revealed the following trends: widening of the scope of persons dismissed due to loss of trust; difference in the grounds for dismissal due to loss of trust; ignoring the legal positions of the Constitutional Court of the Russian Federation, which enshrine the need for more detailed regulation and careful application of this measure of responsibility. A “gender portrait” of people dismissed due to loss of trust has been compiled. Proposed to create a legal definition of “loss of trust,” to clarify the cases of its application.

The article is devoted to the study of the phenomenon of digital profile and the specifi cs of its use in public administration. Based on the analysis of legal acts and literature, two defi nitions of digital profi le in the narrow and broad sense are formulated. Due to the fact that a digital profi le has an
“owner” who can dispose of the information (data) constituting the profi le itself, it is concluded that a digital profi le can be only for subjects of social relations (individuals, organizations, public-law entities), and objects can only have a digital passport containing its characteristics. Th e study of foreign experience in the application of digital profi les has shown its signifi cance for the digital
transformation of public administration. The creation of digital profi les in the management system promotes automation, optimization and typologization of the public sector, transforming this area towards openness, proactivity and personalization. Th e emergence of states in metaverses, the creation of their own state (municipal) metaverses confi rms the need to improve the phenomenon of
digital profi le in order to form digital avatars that allow the state, society and citizens to interact in the digital space.

The article discusses the issues and directions of regulation of the development and application of artificial intelligence (AI). The existing approaches to legal, ethical and technical regulation of AI at the national and international levels are analyzed, their shortcomings and limitations are revealed. A detailed analysis of various approaches to AI regulation (soft, hard, neutral, ethical, technical) is presented. The need for a balanced, integrated approach to regulation is emphasized, which will stimulate the development of AI, while minimizing risks and ensuring the protection of citizens' rights. It is shown that choosing an approach to AI regulation is a matter of balancing innovation, safety and ethics, which should take into account the interests of all parties, not just those who develop and use these technologies. It is concluded that the formation of an effective AI regulatory system is a difficult but extremely important task to ensure its safe and ethical development.
