A new round of technological revolution combined with the rapid development of artificial intelligence technologies has led to the fact that generative artificial intelligence (GII) has opened an era of deep integration between artificial intelligence and education. GII determines the introduction of new teaching scenarios in higher education institutions and generally contributes to the high-quality development of higher education. The article is a study of the possibilities and limitations of using GII in higher education. The uniqueness of the material consists in the use of a wide range of materials in Chinese, which allows us to compare domestic and Chinese educational practices and enrich Russian approaches to understanding the role of GII in the educational space. Despite the fact that the use of GII is of great importance for higher education, it also creates certain potential and real risks, among which one can highlight the alienation of the "academic spirit" among students and teachers, risks in teacher-student interaction, as well as information security risks. It is concluded that in the context of digital transformation, the use of GII in higher education has significant essential consequences, including both positive ones (expanding opportunities for working with information from all educational subjects, more active involvement of students in the educational space through the formation and content selection, reducing the burden on teachers by performing routine tasks of GII), and negative results in the form of ethical dilemmas, equality of access to higher education, a decrease in the quality of higher education, leveling the role of the teacher in the educational process. Based on the identified limitations and opportunities for the implementation of GII, recommendations are proposed to improve the efficiency of management of educational and administrative processes in the field of higher education.Keywords: generative artificial intelligence, higher education, higher education management, risks of GII implementation, educational innovations.

The article is devoted to a review of modern practice of implementing state policy on career guidance for youth. It is indicated that the choice by young people of the future sphere of professional activity is mainly situational-factorial, and not predictive-conscious in nature. A list of the main groups of factors motivating the choice of the future profession by modern Russian youth is given. The purpose of the article is to prove the need to strengthen the role of the state in the professional orientation of youth. On the basis of the study, the need was identified to intensify the strategic approach within the framework of this state policy, to build on a systematic basis holistic work on the formation of labor resources and career guidance for youth in accordance with the current situation and prospects for the development of the labor market, the synthesis of ongoing career counseling measures at all levels of youth education, strengthening collaboration of a wide range of participants (state and non-state institutions, federal and regional actors of state policy). As a measure to strengthen the state policy on career guidance for youth, it is proposed to switch from a tactical career guidance model to a career management model based on an analysis of the current state and a forecast analysis of future labor market transformations.

Against the background of the fact that the digital economy is becoming a key factor in global economic growth, innovative talent management methods used by modern states are crucial for increasing the competitiveness of national human capital. Over the past decade, China has implemented unique and unprecedented digital/smart government tools, which have produced significant positive results in the development of national human resources. The article examines how technological innovations and the transformation of digital management models increase the competitiveness of Chinese specialists and the efficiency of using human capital. The theoretical basis of the study was the results of the data from the current Report on China's Human Capital for 2024, as well as materials from Chinese experts and practitioners in the field of digitalization of public administration in China. Based on a study of the evolution of intelligent talent management under the leadership of the Chinese Government, summarizing and identifying the specifics of current measures such as the creation of digital talent reserves, recruitment using artificial intelligence and personalized learning systems, and assessing their impact, the article describes the driving forces, achievements and remaining challenges in the field of smart government and the use of digital technologies. development of national human capital. The authors conclude that the integration of advanced technologies such as artificial intelligence and big data into the updated digital management system is fundamentally changing the methods of identifying, distributing, developing and retaining talent.
