He graduated from the Moscow Power Engineering Institute (MPEI, 1988), worked as an engineer at the department of the Institute (1988-1991), completed postgraduate studies at MPEI (1993). Since 1995, he has worked at the IPR RAS as a senior researcher, head of the laboratory, scientific secretary and deputy director of the Institute. At the meeting of the Academic Council of the IPR RAS, held on January 13, 2014, he was appointed Acting director of the Institute, on November 20, 2014, he was elected director of the IPR RAS by the general meeting of the Institute's staff and on December 4, 2014, by order of the FANO, he was approved in this position. May 16, 2019 By the general meeting of the Institute's staff, V.A. Tsvetkov was re-elected director of the IPR RAS.

He defended his PhD thesis "Financial and Industrial Groups in the system of levers for stabilizing the Russian Economy" at the Dissertation Council of the Central Research Institute of Economics of the Russian Academy of Sciences (1997). He defended his dissertation for the degree of Doctor of Economics "Macroeconomic problems of formation and development of financial and industrial groups in the Russian economy" at the Dissertation Council of the IPR RAS (2002). Since 2002, he has been an associate professor, and since 2005, a professor specializing in Economics and Management of the National Economy. In 2008 He was elected a corresponding member of the Russian Academy of Sciences in the Department of Social Sciences, specializing in economics, regional economics.

V.A. Tsvetkov is one of the most highly qualified and well-known specialists in the field of economics and management of the national economy. He is the author and co–author of more than 250 scientific papers, with a total volume of 300 pp., including 48 monographs (6 of them individual), with a total volume of more than 300 pp. As of 10/17/2022, his Hirsch index in the RSCI is 50.

V.A. Tsvetkov – Coordinator of the Program of the Department of Social Sciences of the Russian Academy of Sciences "Modernization and Economic Security of Russia" (2015) and the Program of the Department of Social Sciences of the Russian Academy of Sciences "National Economic Security of Russia in conditions of aggravation of objective and initiated risks and threats" (2015-2017)

V.A. Tsvetkov conducts pedagogical work, lectures and conducts seminars at the State University of Management and the Military University of the Ministry of Defense. Under his leadership, 8 PhD and doctoral dissertations were successfully defended. He became a laureate of the Foundation for the Promotion of National Science three times in the period 2002-2006 (grant under the program "Best Economists of the Russian Academy of Sciences"). He has a government award.
