She graduated from the Faculty of Philosophy of Lomonosov Moscow State University and postgraduate studies at the Department of Natural Sciences of the Humanities faculties. Candidate of Philosophical Sciences (1983), Associate Professor (1986). Doctor of Political Sciences (1999), specialty 23.00.02 – political institutions and processes. Dissertation topic: "State policy in the field of healthcare (international experience and Russia)". In 1988, he was awarded the academic title of associate professor, in 2005 – Professor in the field of sociology of management. He has been working at the Faculty of Public Administration of Lomonosov Moscow State University since 1998. Prior to that, she taught at other educational institutions in Moscow, and also worked in International organizations. She was awarded a Certificate of Honor from the Ministry of Education and Science of the Russian Federation for many years of fruitful work on the development and improvement of the educational process, a significant contribution to the training of highly qualified specialists (2019). Winner of Competitions of works contributing to solving the tasks of the Moscow University Development Program in the nomination "achievements in scientific work". State awards: Medal "In memory of the 850th anniversary of Moscow". She was the head/coordinator of international scientific projects and programs.
