In 1990 he received a DSc degree in Philosophy. Dr. Barabashev is an academic supervisor of School of Public Administration (Faculty of Social Sciences, HSE), the head of HR Management in Public Sector masters’ degree programme.

- A member of International Network for Social Policy Teaching and Research (Berkeley University, Maryland University).
Dr. Barabashev’s researches focus on issues of administration reform, philosophy of management, public and local service in the Russian Federation.
