Scientific areas of interest cover such topics as financial and information (digital) law, digital public finance, taxes and taxation, tax management, digitalization of public and corporate governance, legal problems of artificial intelligence use, development of scientific, technical and educational policy.
Dr. Tedeyev published 230 works, including monographs, commentaries on legislative acts, more than 80 textbooks (including co-authorship) on financial, budgetary, tax, currency, banking, administrative and information law, as well as on public finance and taxation.
Since 2022 Dr. Tedeyev has been a member of the Scientific Advisory Council on legal, psychological and socio-economic problems of the society of the Department of Social Sciences of the Russian Academy of Sciences.
In 2019 and 2022 he ran for corresponding member of the Russian Academy of Sciences in the Department of Social Sciences, specializing in law.
Dr. Tedeyev is a member of the Attestation Commission of Sechenov University, a member of the Intellectual Property Committee of the Russian Federation Chamber of Commerce and Industry, a member of the editorial boards (councils) of such journals as “State and Law”, “Bulletin of the Moscow University. Series 21. State Audit”, “Proceedings on Intellectual Property”, “Taxes and Taxation”, a member of the dissertation councils at the Kutafin Moscow State Law University and the Institute of State and Law of the Russian Academy of Sciences.
In 2012–2022 he was a member of the Expert Council on law of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation, an adviser to the Chief Scientific Secretary of the Higher Attestation Commission.
Dr. Tedeyev was a member of the Public Council under the Federal Service for Supervision of Education and Science of the Russian Federation (2016–2019), an expert of the Council for the Development of the Digital Economy under the Federation Council of the Federal Assembly of the Russian Federation (2018), assistant to the deputy of the State Duma of the Federal Assembly of the Russian Federation (2008–2011), assistant to the deputy of the Council of People’s Deputies of Anapa resort (1994–1999).
In 2008–2011 Dr. Tedeyev participated in developing drafts of the Concept of systematization and development of information legislation of the Russian Federation as the head of the Working expert group of the State Duma of the Federal Assembly — Parliament of the Russian Federation, as well as in developing draft acts of financial legislation (including amendments to the Tax Code of the Russian Federation and the Budget Code of the Russian Federation) as a member of the Working group of the State Duma of the Federal Assembly — the Parliament of the Russian Federation.
In 2010–2018 he participated in examining draft acts of federal and regional legislation as the head of the Working expert group of the Presidential Council for the Development of Civil Society and Human Rights commissioned by the Presidential Administration of the Russian Federation. In 2011–2014 he was one of the developers of the Russian Federation legislation on public councils under federal authorities and on public control as a member of the Interdepartmental group of draft developers of Concepts. In 2013–2020 he participated in the development of acts to improve the state scientific certification system as a member of the Working group of the Ministry of Education and Science of the Russian Federation (then the Ministry of Science and Higher Education of the Russian Federation); in 2014 and 2020–2021 Dr. Tedeyev took part in improving the passports of scientific specialties in legal and economic sciences as a member Working group of the Ministry.
He is a co-author of copyright protection concept in the field of scientific works (recommended by the Presidium of the Higher Attestation Commission under the Ministry of Education and Science of Russia in 2015).
